About Us

Who We Are

The Public Procurement Office leads the Government of Anguilla’s procurement system. We operate under the Public Procurement and Contract Administration (PPCA) Act, 2012, as amended by the PPCA Amendment Acts of 2016 and 2021, and the PPCA Regulations. Formerly the “Procurement Unit,” the function was reorganised and is now delivered through three bodies that work together to ensure fairness, transparency, and value for money.

Our Structure

1. Procurement Board

Sets policy and governance for public procurement and approves major awards in line with the PPCA (as amended). Also endorses contract variations that exceed the statutory threshold, where required.

2. Five (5) Procurement Committiees

Five committees across central government conduct procurement exercises for their respective entities, evaluate tenders, and recommend/award contracts within delegated limits, including small procurements.

3. Procurement Office

The central professional team that.

  • Publishes opportunities and manages tender processes
  • Provides guidance, templates, and training
  • Reviews procurement plans and ensures compliance with the PPCA (2012) and amendments (2016, 2021)
  • Supports evaluation panels and contract finalisation
  • Monitors performance and drives continuous improvement

Together, these bodies uphold open competition, equal access for suppliers, and strong stewardship of public funds.

Each of the individual bodies under the Procurement Unit has a separate function. The Procurement Board is the policy making body and has responsibility for awarding large procurement. The Procurement Committees undertake procurement exercises on behalf of the Government of Anguilla’s Departments and Ministries and is responsible for awarding contracts for small procurement.
